Gearbox is currently preparing a new update for Borderlands 3 a feature that enables cross-play support. However, this excludes PlayStation platforms.
As the developer announced on Twitter, the update will soon be available on Xbox, PC, and other platforms. However, for PlayStation certification, Sony requested that cross-play support be disabled. The reason for this is completely unclear. It seems there are still no uniform rules for cross-play, and decisions appear to depend on individual circumstances.
Good news or bad news first? Good News: An update for Borderlands 3 has been prepared for release that includes full crossplay support across all platforms. Bad News: For certification, we have been required by the publisher to remove crossplay support for PlayStation consoles.

Sony under fire
Sony has always faced criticism for its cross-play feature, which is also desired by many developers. It was recently revealed that Sony... This is probably being actively blocked. and is anything but happy about it. Epic Games offered Sony, among other things, a joint announcement, plus an E3 presence with PlayStation branding or some extras for PlayStation Plus subscribers. Sony rejected this, as they see no advantage for PlayStation in cross-play.
It's unclear what criteria Sony uses to decide which games will allow crossplay and which won't. Speculation suggests that Sony expects financial compensation for this. The players are the ones who suffer, of course, even though the crossplay feature hasn't turned out to be the miracle cure many had hoped for.
