Treyarch will be reworking the loot system in 'Call of Duty: Blackout 4', which is currently in a testing phase. This was announced by Design Director David Vonderhaar via Twitter.
The new system displays all backpacks and crates at once, and two designs are currently under discussion: two rows of five items each, or three rows of five items each. Three rows would mean fewer tab stops, while fewer would obscure more of the screen. It seems they now want player feedback, with the majority already voting for three rows.

The exact date for the final implementation in the game is currently unknown. However, the implementation shouldn't take too much longer.
