Activision's Robert Bowling stated in the English Play Magazine that the DLC content for Call of Duty is developed based on fan feedback.

To do this, statistics are analyzed to show which maps are played most or least frequently. But player feedback and requests are also taken into account during development. This is how, for example, the map Liberation was created, which is open and ideal for snipers.
