Bethesda has the official BETA FAQ Updated for 'Fallout 76', it reveals that you can already experience the entire game with it, including a still valid save game afterwards.
It says:
"According to our current plan, the BETA will contain the full game and all progress will be carried over to the full version. We hope to see you in the wasteland!"
So, theoretically, anyone selected for the beta test could play through Fallout 76 from beginning to end. Whether that's actually feasible in terms of time is, of course, another matter entirely.
The beta is scheduled to begin this October, initially for those who pre-ordered. Selected testers in smaller groups will be available even earlier, though the selection process is unclear. Bethesda says we'll have to wait for further announcements.
Anyone who wants to experience Fallout 76 before its release has at gamescom the opportunity to do so, where the game will also be present, as recently announced.
