Anyone who missed the previous Mass Effect trilogy gets a new opportunity to get into the franchise with 'Mass Effect: Andromeda' without having missed anything so far.
BioWare has repeatedly emphasized that this is a reboot for the franchise, a point recently reinforced by Creative Director Mac Walters. He stated that the game has already been tested with numerous players to ensure a seamless transition.

This is also one reason why Captain Shepard was dropped from the new game and the Ryder siblings are now the focus. The basic premise of the story revolves around becoming a hero, which is why you're not as experienced as Captain Shepard once was. It's Scott and Sarah's first adventure, and therefore a rare opportunity to jump on the bandwagon.
