After just over two years, NetherRealm has ended DLC support for Mortal Kombat 11 They have finished, and are now dedicating themselves to a new project.

The developer confirms this. on twitterThis means that no new content is expected for the game. However, one or two patches will certainly still be released. The official statement is:
