Although Resident Evil: Operation Raccoon City is set chronologically between Resident Evil 2 and 3, it doesn't have much to do with the story that came before it.
In an interview with producer Masachika Kawata, he explained:
"Although Operation Raccoon City is set between parts 2 and 3 chronologically, this is a completely different story that doesn't have much to do with the Resident Evil history. Only in this way could the developers have implemented many new ideas and had entirely new possibilities in game design."
The spin-off of the series will be released on March 23rd and is currently being developed by Slant Six. Capcom chose them because of their extensive experience with co-op games.
